During late 1992 and throughout 1993, WCW tried to entertain fans with much more elaborate "off site" video shoots and mini-movies; the company wanted to expand the the stories and matches they presented by creating these elaborate video shoots that left fans (and the talent involved) scratching their heads. Lost in Cleveland is based around Cactus Jack and his struggle with amnesia. Foley took a powerbomb on WCW Saturday Night from Big Van Vader and (in storyline) Cactus Jack completely forgot who he was. A reporter was sent to find Cactus Jack, and the search led to an alley in Cleveland where Mick Foley believed he was a sailor who had no name. Predictably, "Lost in Cleveland" was not a success and the storyline was dropped before it got finished.
